About the Position: Serves as a Traffic Management Specialist within the Ocean Cargo Clearance Authority (OCCA) Booking Office for a Military Surface Deployment and Distribution Command (SDDC) Brigade.

Duties

Maintains liaison and provides customer service to a wide range of organizations to support customers’ requirements for intermodal transportation and distribution services. Conducts Quality Control and validates Export Traffic Release Request (ETRR) for cargo originating within Brigade. Reports any known contractor failures to the Contracting Officer’s Representatives (CORs). Provides technical advisory assistance and recommendations on transportation practices and traffic patterns pertaining to freight. May represent the Command at planning conferences such as, JCS Exercise Planning conferences. Incumbent utilizes a broad knowledge of transportation contracts and laws, procedures, policies, regulations, organizational structures, lines of communication.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent obtain and maintain a SECRET Clearance for the duration of employment.
  • This position may require some TDY travel in both CONUS and OCONUS – approximately – 10%
  • This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • The incumbent may be required to work nonstandard duty hours (e.g., shifts, weekends, holidays, overtime-both scheduled and unscheduled). Call back, on-call, weekend duty and emergency overtime may be required.

Specialized Experience: One year of specialized experience which includes 1) Providing technical direction and support for cargo movement and distribution; 2) Analyzing transportation data to determine cost-effective transportation methods; AND 3) Utilizing automated transportation systems to plan, coordinate, forecast and maintain in-transit visibility of movement requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsCustomer ServicePlanning and EvaluatingTransportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
