About the Position: Serves as the Traffic Management Specialist with in the Ocean Cargo Clearance Authority (OCCA) Booking Office for a Military Surface Deployment and Distribution Command (SDDC) Brigade.
Duties
Reviews Export Traffic Release Requests (ETRRs) from shippers to ensure that all relevant information has been provided and coordinates with the SDDC planners as appropriate to clarify requirements and obtain additional details.
Incumbent utilizes a broad knowledge of transportation contracts and laws, procedures, policies, regulations, organizational structures, lines of communications, and automated systems to accomplish goals and standards.
Knowledge of transportation systems to include Integrated Booking System (IBS) requirements, Pipeline Asset Tool (PAT) and any other applicable Electronic Travel Authorization applications that are used for surface movements.
Represents the Command at contract award conferences and meetings. Meets with customers, service providers, hosts conferences, workshops.
Attends various meetings with HQs SDDC pertaining to unit deployments/redeployments to address operational/systemic issues and develops improvement programs and initiatives.
Serves as the Traffic Management Specialist within the Ocean Cargo Clearance Authority (OCCA) Booking Office for a Military Surface Deployment and Distribution Command (SDDC) Brigade.
The Ocean Cargo Clearance Authority Booking Office is responsible for providing technical direction and cargo booking support to SDDC and is responsible for transportation and distribution activities within their area of responsibility (AOR).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain SECRET security clearance.
- The incumbent may be required to work nonstandard duty hours (e.g., shifts, weekends, holidays, overtime-both scheduled and unscheduled).
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Performing complex traffic management and/or cargo movement operations; 2) Utilizing automated systems for surface movements such as Transportation System (DTS), Integrated Booking System (IBS), Pipeline Asset Tool (PAT) and any other applicable Electronic Travel Authorization applications; AND 3) Applying commercial and military ocean shipping contract practices and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
