About the Position: This position is with the United States Army Reserve Command, Office of Civilian Personnel Management Office, Branch C located at Fort Liberty, North Carolina.
Duties
Serve as senior HR advisor/principal contact for management officials of serviced organizations (i.e., USARC Headquarters, Office of the Chief of Army Reserve (OCAR), Major Subordinate Commands, Direct Reporting Units and/or installation HROs).
Advise employees and managers on the human resources, manpower, budgetary and pay processes and use of human resources, manpower and pay concepts, automated systems, and tools.
Integrate Full Time Support (FTS) manpower, personnel and pay functions and systems for the United States Army Reserve (USAR).
Evaluate plans, policies, projects and programs to determine adequacy of USAR-wide operations to achieve established objectives and assure maximum utilization of manpower resources.
Analyze manpower, personnel and budget systems to determine establishment of USAR resource integration policies, processes and systems.
Conduct analysis for courses of action for presenting and defending resources for Civilian budgetary resources in multiple Operating Agencies (OA) across several Program Evaluation Groups (PEGs) in the Total Army Analysis (TAA) process.
Lead analysist to the Director, Civilian Personnel Management Office (CPMO) in the administration, management, formulation, and presentation of Civilian resource requirements.
Collaborate with commands, USARC G1, Force Programs, G8 and Civilian Personnel Advisory Center (CPAC) analysts in management of the FTS workforce and assures compliance with end strength objectives.

Specialized Experience: One year of specialized experience which includes:
Developing policies and guidance for review and evaluation of Civilian personnel, budget and manpower management programs.
Maintaining various management reports pertaining to Civilian personnel, manpower and civilian budget execution.
Conducting a variety of complex management studies and reviews pertaining to Civilian personnel systems, structure and pay programs.
Advising on organizational policies and procedures that relate to the integration of Civilian manpower, personnel and budget execution functions.
Evaluating studies of budgetary and manpower resources in support of the Civilian personnel mission.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
