About the Position: Serves as Management Analyst for the USAFMSA Special Programs Division and as technical expert for the Division's HQDA directed and assigned Special Activities operations.Conducts special projects of major importance to oversight and management of Army Force Management for unique, transient and non-doctrinal Army activities and Interagency, Defense, Joint,and interservice activities with Army personnel, materiel, or logistic support.

Duties

Maintains complete knowledge and awareness of Division functions and liaisons with the entire USAFMSA staff. Creates, modifies, and manages manpower and equipment authorization documents including Tables of Distribution and Allowance, Augmentation TDA, Mobilization TDA, and Joint TDA, and other manning documents issued by higher authority. Coordinates complex analytical and quantitative analysis, formulates findings, resolves areas of contention, prepares findings, conclusions and recommendations and issues a report, and supports complicated actions needed to implement decisions. Executes the planning, programming, technical plans, procedures, and methodologies for the conduct of comprehensive special evaluations and special force management support actions to the special programs and special organizations areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing prior to appointment and periodically thereafter.
  • Temporary Duty (TDY) business travel (CONUS and OCONUS) may be required up to 50 percent of the time. Incumbent must meet Combatant Command deployment requirements, when necessary.
  • Position may require deployment. As such, on a temporary basis, hazardous duty travel may be required. If deployed, incumbent must meet physical, medical, and training readiness requirements, wear personal protective clothing and equipment.
  • Incumbent may be required to work overtime or compensatory time.
  • Incumbent must obtain and maintain a Top-Secret clearance with access to SCI.
  • Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-13 Specialized Experience: One year of specialized experience which includes 1. Conducting complex analytical and quantitative analysis to formulate findings across broad areas, resolve areas of contention, prepare findings, conclusions and recommendations and/or issue a report. 2. Providing technical advice on force management requirements determination. 3. Reviewing force management authorization documents to ensure accuracy, adaptability, compliance and quality control. AND 4. Creating Authorization documents (MTOEs/AUGTDAs) in support of Command Plan. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
