Duties

Provides reference and research assistance to library customer. Analyzes nontechnical user requirements or requirements of limited technical complexity through customer interviews or written requests; locates and selects appropriate readily available information resources without significant deviation from established methods and precedents. Performs original or modified descriptive cataloging in machine-readable cataloging format where the bibliographic characteristics are relatively easy to determine and cataloging decisions are made within standards such as the current Anglo-American Cataloging Rules (AACR2) and by comparison to the local database or authority file. Participates in collection management and evaluation for the library by developing factual data, such as usage statistics for certain journals or books, frequently asked reference questions, or descriptions of problems with particular software. Develops and implements long range automation plans for the library within the parameters defined by the supervisor. Sets up hardware, loads software, and trains staff in use of new equipment. Assists the senior librarian in publicity and marketing of library services. Manages assigned marketing programs including basic outreach, publicity programs, and special events. Provides input to marketing plan and strategies to identify target customers, assess their needs, and inform them of available resources and services.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Librarian Series, 1410. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit copies of your transcripts. OR A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit copies of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of standard methods, techniques, concepts, and principles of one or more specialty areas of librarianship. Knowledge of the principles and concepts underlying the organization and management of information resources and the role each specialized function plays to create a whole library or information center. Knowledge of on-line database searching and research techniques and capabilities of post-processing to meet user requirements. Skill and knowledge in utilizing computer databases containing various reference materials to which access is sought by customer. Knowledge of information retrieval technology particularly as it relates to end-user (i.e., acquisitions, serial control, cataloging, and optical disk storage of documents) to evaluate software for library applications and to recognize probable conflicts. Knowledge of standard methods, techniques, tools, concepts, and principles to perform independent assignments, to assess materials, to recommend suitable selections for the collection, and to determine those items suitable for removal. Knowledge of established marketing and publicity techniques and the ability to communicate orally and in writing to convey to customer the full scope of library resources available. Knowledge of established procurement rules and regulations and internal organizational acquisition policies and those of various networked information centers. Familiarity with publishers' and suppliers' methods of operation. OR EDUCATION: 2 full years of progressively higher level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of the theories, principles, and techniques of librarianship to perform the professional duties of the position. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
