The primary purpose of this position is to provide professional library and information services.
Duties
Directs the operation, administration, and management of the Systems Division, Muir S F Res Info Center.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Prepares and justifies the budget for library materials.
Cooperates with other division chiefs and the director in developing services, operations, techniques and procedures that may cut across one or more division lines and which are designed to facilitate and improve the usefulness of the library.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Librarian Series 1410.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EDUCATION: Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application.

A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of librarianship to solve highly complex problems; to develop new and innovative approaches to policies, programs, and methods; and to serve as an authority for other libraries or library systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to plan a library program to meet the mission of the organization.
2. Leadership in the field of library science.
3. Ability to communicate orally.
4. Ability to communicate in writing. Ability to maintain good working relations.
5. Master's Degree in Library Science or 2 full academic years of graduate education in an appropriate subject-matter field is desirable.
6. Skill in one or more major functional areas of library science, to include knowledge of multi-information sources and access points (such as MOSAIC, WAIS, WWW, STN) and electronic information access, development, and dissemination (INTERNET, LANs, WANs)
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
