The primary purpose of this position is to provide professional library and information services, analyze collection development, management, and efficiency, and to serve as a supervisor.
Duties
Responsible for a collection of over 600,000 print and digital items worth over $1B. Provides expert input regarding the development and implementation of procedures for the collection, processing, storage, and dissemination of library materials.
Directly supervises two GS-1410-11 Librarians, one GS-1411-07 Supervisory Library Technician, and one GS-1411-05 Library Technician.
Direct all Collections Services Branch Management and Operational Activities. Provide effective and efficient management of Collections Services Branch areas, including between Circulation, Document Vault Services, and Archives and Special Collections.
Responsible for allocation and approval of all budget items for library collections program. Establishes management controls (milestones, expenditure rates, management indicators, management reviews, etc.), monitors program status, provides early indications of emerging problems, takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans, budgets, subcontractor participation, and addition or discontinuance of work by the contractor.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Librarian Series, 1410.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Since many libraries are highly specialized, some librarian positions require a knowledge of a specialized subject or field of endeavor. Also, since materials in libraries are often in foreign languages, some librarians must have a proficient knowledge of one or more foreign languages. For such positions, applicants must meet requirements that are directly related to the subject matter or language of the specialization. These requirements are in addition to the basic professional library science requirements that apply to all positions. However, these requirements may be included in or supplemental to those specified for all positions. The following specializations are authorized: biological, medical, social or physical sciences, education, fine arts, business and industry, humanities, law, music, engineering, and the Germanic, Slavic, Oriental, Semitic, or Romance languages.
EDUCATION: Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application.
OR
A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of all aspects of library principles, concepts, methodology, operations, functions, and management to perform the professional and administrative duties of the position. Knowledge of the policies, procedures, systems, and interrelationships of the library, the library's databases, the Library Systems Platform, the capabilities of post-processing data sources, and the customer served to meet user requirements. Knowledge of publishers' and suppliers' methods of operation established procurement rules and regulations, and internal organizational and networked information centers acquisition policies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Master's Degree in Library Science.
Professional knowledge of all aspects of library principles, concepts, methodology, operations, functions, and management to perform the professional and administrative duties of the position.
Knowledge of the policies, procedures, systems, and interrelationships of the library, the library's databases, the Library Systems Platform, the capabilities of post-processing data sources, and the customer served to meet user requirements.
Knowledge of publishers' and suppliers' methods of operation, established procurement rules and regulations, and internal organizational and networked information centers acquisition policies.
Ability to supervise library employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach library techniques to employees.
Ability to communicate orally and in writing to resolve a variety of information access problems and to convey to customers the full scope of library resources available.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
