The primary purpose of this position is to provide professional library and informational services.
Duties
Directs all Reference Branch activities of an academic and research library program. Response for efficient operation of reference, periodicals, interlibrary loan, and SNCOA branch activities, to result in an integrated reference service.
As a member of senior management staff, serves on MSFRI Leadership Council and participates, organizational planning efforts by providing proper advice to decision makers in setting program goals and establishing priorities to support the organizational mission.
Participates in the collection development and management for the library.
Supervises the staff of the Reference Branch. Assigns work to subordinate elements to ensure fully responsive reference services, and interlibrary loan services.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Librarian Series 1410.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EDUCATION: Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application.
OR
A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of library operations and automation technologies applicable to library procedures. Knowledge of the procedures and operations of Acquisitions, Cataloging, Circulation, and Reference, and Special Collections functions to understand implications of any changes in automated systems or their operations. Requires knowledge of collection-development sources and of the library's holdings-print and electronic-as related to faculty and cadet research and curriculum support. Requires a strong understanding of automated system specifications, development, tests, and evaluation. Knowledge of methods used to computerize library cataloging standards and resource metadata. Requires the knowledge of analysis and troubleshooting techniques for a variety of automated system environments. Requires knowledge of Microsoft Windows suite and multiple USAFA curriculum-related software packages and how these software packages and the concomitant equipment operate in a networked environment with the expertise to upgrade hardware, install software, and troubleshoot common problems effectively. Requires knowledge of Civil Service regulations and effective techniques for supervising federal civilian employees.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Requires wide range of professional knowledge of librarianship, a broad educational background, and a broad knowledge of professional military education and information applications in academic library settings. Ability to direct a key department of Muir S F Res Info Center, proficiency in analyzing and selecting among alternatives. Detailed understanding of informational technologies, and skill in evaluating the appropriateness and value of those resources in Air University.
Skill in one or more major functional areas of library science, to include knowledge of multi-information sources and access points and electronic information access, development, and dissemination.
Ability to plan a library program and meet the mission of the organization. Leadership in the field of library science.
Ability to maintain good working relationships.
Ability to communicate orally. Ability to communicate in writing.
Master's degree in library science or two full academic years of graduate education in an appropriate subject matter field is desirable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
