You will serve as a PROCUREMENT ANALYST in the GCPC (N101B), of the Business Operations Division (N101), in the Contracting Department (N10), of the Military Sealift Command (MSC) located at Naval Station Norfolk, in Norfolk, VA of MILITARY SEALIFT COMMAND.
Duties
You will be responsible for providing oversight of MSC’s Worldwide Government Commercial Purchase Card (GCPC) Program for nearly 300 personnel acting in the role of cardholders (CHs) and Approving Officials (AOs) for Afloat and Ashore accounts.
You will be responsible for acting as an Agency Program Coordinator (APC) for the GCPC program for cardholders and AOs to ensure that regulations and policies are reviewed to minimize fraud, waste, and abuse with purchase cards.
You will be responsible for providing advice and guidance on GCPC matters to program stakeholders such as AOs and CHs at all MSC locations.
You will be responsible for serving as an administrator who oversees training and enforces use of USBank, Procurement Integrated Enterprise Environment Joint Appointment Module (PIEE/JAM) mandated for use by DoD, DoN and MSC policies and procedures.
You will be responsible for maintaining liaison with MSC legal counsel ensuring that all policies and compliance issues with possible legal ramifications are coordinated with the legal counsel.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing government contracting laws ang policies including techniques of contracting operations, familiarity with the practices of business and industry to develop policies and guidance to subordinate activities.
Experience implementing analytical skills sufficient to evaluate audit reports, regulations and other relevant material for developing and implementing departmental guides or procedures.
Experience applying government contracting laws and Federal, DoD, DoN and MSC acquisition regulations, procedures, statues and instructions applicable to the acquisition of ship/shore related systems and items.
Experience providing advice and guidance on contracting matters to project managers and contracting officers at MSC locations.
Experience analyzing and recommending implementation of Federal, DOD, and DON procurement directives and policies, and initiating, developing, and recommending MSC contracting and ocean transportation policies, procedures, and directives.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution, authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000, are also exempt from meeting this requirement.
