Duties

You will provide assistance and technical guidance as the Construction Schedule Analyst in support of planning, engineering, design, procurement, and construction. You will participate in Cost Schedule Risk Analysis (CSRA) process as necessary during the planning and design development phases. You will develop, maintain, and provide scheduling requirements and supporting software training to Cost, Schedule, and Risk community You will work independently and takes required actions through their own initiative, experience, and foresight on all assigned projects. You will provide leadership to the scheduling technical community to ensure consistency in process and execution. You will review the scope of individual construction projects and propose reasonable construction duration to be included in the RFP or solicitation. You will manage multiple priorities and, when requested, independently develop and provide technical recommendations/solutions regarding scheduling issues and time impacts.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing assistance and technical guidance on development and coordination for execution of military construction projects; 2) Developing and providing recommendations and solutions on complex problems during the development of pre-award construction schedules; 3) Providing leadership to team members, schedule analysis and schedule development ensuring consistency in overall process and execution of successful military construction projects; 4) Scheduling programs, forecasting, techniques, and critical path methodology to gather and evaluate contractor schedule and technical performance; 5) Providing support during the planning, design, and procurement phase of construction projects to ensure an appropriate construction duration is established for all military construction projects; and 6) Developing, maintaining, and providing scheduling training to FEC and PWD personnel within the FEC's AOR covering basic understanding of network analysis schedules, critical path method, time impact analysis, baseline, progress, and as-built schedule reviews, guide specifications requirements, and software usage.
