Duties
This position is the Deputy Director of the Strategy and Future Requirements Office on the staff of Navy Region Southeast, located at NAS Jacksonville, Jacksonville, FL.
You will analyze/interpret complex intricacies involved in the application of related laws, regulations policies, precedents, methods and techniques of program management and planning, and resource management
You will provide on-going review and financial analysis to the Program Manager to ensure completion of mission requirements.
You will assign work to subordinates based on priorities, consideration of the difficulty and the capabilities of employees.
You will formulate/recommend new or modified program administrative policies, procedures and regulations; 8) Develops and evaluates subordinates employees' performance standards
You will advise on establishing and maintaining sound organizational structures, improving management methods and procedures, to assure the effective and efficient use of manpower.
You will analyze program performance data to identify issues, make recommendations for improvement, and drive innovative solutions.
Requirements

- This position may require travel from normal duty station to
CONUS and OCONUS and may include remote or isolated sites.
You must be able to travel on military and commercial aircraft for
extended periods of time.
- You will be required to obtain and maintain a current valid United States driver's license.
- You will be required to complete ethics orientation within three
months of appointment and submit a Confidential Financial
Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened
personal responsibility for advancing government ethics.
You will be required to review the 14 General Principles of
Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying analytical and evaluative methods and techniques to solve problems in a broad range of functional areas.
Aligning funding to cover emergent requirements and recommendations to resolve resourcing issues.
Optimizing business processes to market and manage integrated business processes and best business practices.
Planning and directing major analysis projects encompassing a wide variety of interrelated but distinct business, financial, resource, and managerial issues.
Re-evaluating long-standing business practices and devise innovative and more efficient and effective methods and processes in support of an organization's business programs.
Presenting complex and controversial facts to negotiate "both-win" solutions.
