You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the Planning, Design and Construction Directorate
of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will develop life cycle cost analysis of a program or a project
You will analyze data to resolve problems affecting administrative programs or requirements
You will conduct studies to identify and resolve problems affecting program requirements.
You will formulate long range accession plans throughout the Program Objective Memorandum (POM) and planning processes to ensure resources are available.
You will use qualitative or quantitative techniques to measure program effectiveness or efficiency
You will develop and evaluate subordinate employee’s performance standards.
You will identify employees developmental, and training needs and provides or arranges for needed development and training.

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: 1) Developing and administering accurate and cost effective financial execution plans to support current and future financial operations; 2) Providing on-going management of financial/labor and non-labor execution analysis including invoicing to the Product Line Coordinator, or similar official, to ensure completion of mission requirements; 3) Advising the Product Line Coordinator, or similar official, in establishing and maintaining sound organizational structures, improving management methods and procedures, assuring the effective and efficient use of manpower; 4) Formulating and recommending new or modified program administrative policies, procedures, and regulations; 5) Developing and evaluating subordinate employees performance standards; and 6) Effecting minor disciplinary measures and recommending action in more serious cases.
