The primary purpose of this position is to develop effective policy in the Military Force Policy program area, ranging from promotions, separations, retirements, assignments, Joint Officer Matters, talent management, force management and retention programs across the Department of the Air Force and assist in the implementation of these programs.
Duties
Develops, plans, executes and manages policy for all USAF promotion boards, from senior master sergeant through colonel
Develops policies, programs, and procedures for segments of Air Force military personnel policy programs (such as promotions, evaluations, recognitions, assignments, Selective Retention Bonus (SRB), Officer Retention Bonus (ORB), Career Intermission Program (CIP), separations, retirements, and force management)
Represents the Air Force's Military Personnel Programs with a wide variety of internal and external officials
Analyzes, writes, and coordinates proposals to initiate and execute legislative change for assigned segments of military personnel programs

- Work may occasionally require travel away from the normal duty location on military or commercial aircraft

- Prior experience as a subject matter expert providing authoritative guidance on complex human resources problems and advising senior level managers on complex and sensitive issues and solutions is highly desired

- This is a Term Position NTE 09/30/2026; the individual selected for this position may be extended without further competition

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include mastery knowledge of, and skill in applying, advanced human resource principles, concepts, and practices relating to military personnel programs sufficient to serve as the focal point for technical policy and guidance on implementing and administering assigned segments of the military personnel program; Knowledge of US Code statutory requirements and authorities related to officer and enlisted promotion procedures; Knowledge on historical precedents related to Air Force officer and enlisted promotion policies, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of Human Resource Management laws, regulations, principles, and practices of military personnel programs to include officer and enlisted promotion programs
Broad knowledge of fundamental laws, principles, systems, policies, methods, Air Force Instructions, Operating Instructions, practices, procedures and common terminology involved in performing and advising on military officer and enlisted promotion practices and procedures specifically as they are related to promotion boards
Skill and ability to gather, analyze, evaluate and interpret information sufficient to address problems and issues and to make appropriate decisions and recommendations
Skill and ability in written and oral communications sufficient to develop and deliver briefings, project papers, policies and procedures, guides, directives, evaluation statements, position papers, comprehensive reports, audit review findings
Ability to manage several projects simultaneously
Ability to establish effective working relationships and communicate to the appropriate stakeholders as required
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
