You will serve as a Procurement Analyst in the Contracting Management Directorate of CNSSC OPERATIONAL SUPPORT FIELD.
Duties
You will be responsible for carrying out the branch mission as the principal contracting advisor in the Contracting Management Directorate for the review, analysis and recommended disposition for complex contracting documents.
You will be proficient in cost and pricing techniques, source selection procedures, and has a firm understanding of the various types of pricing mechanics used.
You will function as an individual proficient in the understanding of oversight processes, including th eProcurement Performance Management Assessment Program process (PPMAP).
You will plan and develop processes for the accurate and timely analysis of contracting documents that require HCA approval such as formal acquisition plans and pre/post negotiation.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector applying a mastery knowledge of procurement, contracting, and negotiation methods to ensure regulations and requirements are met for compliance. I have procurement experience related to complex situations and contracts. I am able to communicate well both orally and in writing. Examples of specialized experience must include all or most of the following: 1) Initiating, developing, and recommending contracting policies and procedures for the guidance and control of contracting offices; 2) Reviewing changes and analyzing the impact of change to contracting regulations and policy letters from upper management; 3) Conducting procurement training for contracting personnel; 4) Interpreting and applying Federal DoD and DoN contracting laws, regulations, principles and procedures to manage programs and provide guidance on all aspects of procurement; and 5) Evaluating regulations and auditing reports, data requests, and other relevant materials in order to contribute to the development and implementation of departmental guidance and procedures and/or recommendations to senior leadership.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
