This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a term position, individual(s) selected for the term positions(s) MAY be eligible for conversion to career-conditional or career appointments at a later date.
Duties
Serves as Assistant Program Manager responsible for managing new systems through advanced development, production and fielding.
Exercises management control of all functional inputs to the program.
Maintains a continuous up to date cognizance of all aspects of project(s).
Identifies problem areas and determines and directs action necessary to accomplish the project plan and objectives.
Maintains liaison with appropriate representatives of DA, industry, supporting organizations and involved foreign governments.
Oversees coordination between assigned program(s) and other systems.
Attends high level conference and meetings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Special Sensitive, with SCI security clearance with SCI for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- Drug testing is required

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe one year of specialized experience at the NH-02 level that includes the ability to: 1. Providing program support to include managing systems through development, production, and fielding; 2. Reviewing and evaluating program-related components (such as engineering, procurement, production, budgeting, logistics development, sustainment planning, integrated logistics support, testing, configuration management, product improvement, and fielding) to ensure cost/schedule/performance goals are met; 3. Providing technical advice and applying problem solving to internal staff and/or other organizations on program related issues; and 4. Delivering briefings and provide interface coordination with other agencies regarding program/project status.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent).
