You will serve as a TRAINING INSTRUCTOR in the PRODUCTION RESOURCE/FACILITIES MAINTENANCE TRAINING DIVISION, PRODUCTION RESOURCES DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will present courses to Production Resources personnel including apprentices, trade persons, engineers, supervisors, and technicians. You will develop, revise, and adapt assigned courses to provide practical application of engineering and trade theories through classroom instruction, demonstrations, and mock-up simulations. You will develop, maintain, update and review subject matter training courses, instructional materials, and references. You will present courses to personnel and encourage good class attendance, participation and conduct. You will evaluate instructional approach, develop student evaluation criteria and evaluate performance in training.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work may be performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This is a bargaining unit position.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: FOR GS-11 (one year of specialized experience equivalent to GS-09): Experience with education and training principles, techniques, and practices. Experience conducting training courses for trades, military, technical and professional personnel involved in radiological controls associated with the Shipyard's nuclear propulsion plant programs. Experience training and instructing employees to perform assigned tasks efficiently and effectively. Experience updating, establishing, and/or improving assigned courses related to the field of submarine overhaul and maintenance. Experience incorporating the latest developments and integrating subjects into instruction. FOR GS-09 (one year of specialized experience equivalent to GS-07): Experience assisting with education and training principles, techniques, and practices related to the field of submarine overhaul and maintenance. Experience assisting with updating, establishing, and/or improving assigned courses. Experience assisting with incorporating the latest developments and integration of subjects into instruction. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-09: master's or equivalent graduate degree with major study in education or a subject area related to the position to be filled; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.

GS-11: Ph.D. or equivalent doctoral degree with major study in education or a subject area related to the position to be filled; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
