You will serve as a SUPERVISORY TRAINING INSTRUCTOR in the INSPECTION, TEST, QA, AND TRAINING DIVISION, LIFTING AND HANDLING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. ***TEMPORARY POSTION NOT TO EXCEED 1 YEAR AND MAY BECOME PERMANENT WITHOUT FURTHER COMPETITION.***

Duties

You will serve as the Training Program Manager in the Lifting and Handling Department. You will provide management advisory and consultant services on a wide range of training matters for the Lifting and Handling Department. You will establish evaluation criteria through the analysis of educational or instruction problems or questions. You will exercise administrative control over the formulation, supervision, and coordination of the training program.

• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 general principles of ethical conduct at 5 cfr 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing thorough knowledge of the theoretical and practical aspects of teaching methods, practices, and techniques. Experience in the field of Lifting and Handling Training and utilizing the thorough knowledge of the licensing procedures and requirements of various equipment operators. Experience training Lifting and Handling Department instructors to all local and NAVSEA requirements. Experience evaluating audits, work practices, and procedures. Experience solving problems and overcome roadblocks in collaboration with Lifting and Handling personnel. Experience utilizing oral and written communication effectively with multi-levels of management.
