You will serve as a ADMINISTRATIVE OFFICER in the LIFTING AND HANDLING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will serve as the departments advisor on human resources matters by coordinating organizational needs with human resources requirements.
You will advise and /or counsel supervisors and managers on courses of actions and resources available for personnel issues.
You will work with servicing human resources office representatives, staffing, and classification specialists or identify and resolve human resources needs and problems.
You will maintain activity award, manpower, position description and personnel files.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience assisting management with identifying financial, personnel, and material needs and problems.
*Experience developing budget estimates and justifications making sure that funds are used in accordance with the operating budget.
*Experience counseling management in developing and maintaining sound organization structures, improving management methods and procedures, and seeing to the effective use of personnel, money, and materials.
*Experience collaborating with personnel specialists in finding solutions to management problems arising out of changes in work.
*Experience advising on contracts, agreements, and cooperative arrangements with other government agencies.
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience coordinating travel, training, property and records management.
*Experience using work distribution and workflow charting, task analysis, statistical analysis, observation interviews, and other techniques.
*Experience identifying and analyzing changes and trends in direct and overhead funding for human resources, material needs, and other administrative support matters.
*Experience analyzing human resources financials, travel, training, materials and related requirements.
*Experience recommending actions to meet staffing plans based on projected workload requirements.

Education
GS-11: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successful completion of a Ph.D. or equivalent doctoral degree;
Or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
Or
Successful completion of an LL.M. degree that is related to the position being filled.
