You will serve as an Administrative Officer in the Lifting and Handling Department of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will plan and conduct complex analytical studies of organizational elements. You will identify problems associated with resource management, administrative support, and overall management effectiveness. You will interpret findings, develop constructive recommendations for solving problems, and persuade management officials to adopt changes pertaining to human resources utilization, delegations of authority, management controls and related areas. You will maintain proper financial balances, distribute resources to all divisions and branches within planned limitations, and ensure that maximum benefits are obtained from resources. You will direct the monitoring and tracking of financial obligations and expenditures throughout the budget execution phase. You will develop special projects, reports and presentations, and perform other related duties as required by the Department Head and other department managers.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying policies, precedents, goals, objectives, regulations, and guidelines related to financial management, budget administration, accounts management to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; Experience analyzing financial and budgetary relationships to develop recommendations for financial and/or budget actions and formulate and administer effective financial and budgetary controls; Experience working with administrators, contractors, vendors, management officials, and support staff on tasks relating to human resources and financial management to develop and implement policies and procedures concerning administrative support activities; Experience with organizational structure, human resources staffing and utilization, position management, work methods, and related requirements to analyze and advise on managerial approaches and problems; Experience researching and assembling data to evaluate the utilization and management of financial, material, and human resources.
