You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) in the IA/CYBERSECURITY DIVISION, INFO TECHNOLOGY & CYBER SECURITY OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will apply program management principles necessary to manage large and complex projects. You will maintain effective relationships with program managers, technical personnel, supervisors and managers on complex issues relating to the selection, installation, and operation of computer systems. You will establish new approaches for cyber security plans, procedures, and participate in the IT capital planning process. You will define current and future business environments for the division to prepare IT budgets.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of T5 clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to obtain and maintain a U.S. Passport.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must attain and maintain one of the recognized Information Assurance Technical (IAT) Level III professional certifications as required by DoD 8570.01-M, Information Assurance Workforce Improvement Program within six months of assignment.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area IAM level III within 6 months of appointment.

Qualifications

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. IT-related experience must demonstrate each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensuring that policies and procedures are in place so that information systems are reliable, accessible, and defends against unauthorized access to application systems and data. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Improving customer support requirements by researching resolutions to identify problematic trends and patterns. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Developing and presenting state of the art presentations on project status, planning, actions or milestones, cost analyses, etc. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Implementing the necessary safeguards and countermeasures to protect sensitive and classified information. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience ensuring safeguards and countermeasures are in place to protect sensitive and classified information by performing vulnerability assessments. Experience providing cybersecurity policy guidance to IT management, staff, and customers. Experience researching, evaluating, preparing, and presenting briefings to senior management officials on complex issues for improvement on problematic trends and patterns in customer support requirements. Experience overseeing incidents and security violations are properly reported to the Computer Network Defense Service Provider (CNDSP), Navy Cyber Defense Operations Command (NCDOC), and NAVSEA OBB as required. Experience providing state-of-the-art practices of cybersecurity advice on alternative approaches in planning application system development and/or problem resolution.
