You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (SECURITY) in the NAVAL NUCLEAR PROPULSION PROGRAM NETWORK (NNPP NET) SUPPORT BRANCH, TECHNICAL SUPPORT DIVISION, INFORMATION TECHNOLOGY AND CYBERSECURITY OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will plan and direct the activities for the command in support of the Naval Nuclear Propulsion Program Network (NNPP NET) customers. You will perform work involved in ensuring the confidentiality, integrity, availability of systems and networks through planning, analysis, development, implementation, and enhancement of IT security programs, policies, procedures, and tools. You will research and analyze IT purchase requests to ensure they meet higher level command and Information Assurance requirements. You will prepare and present briefings to provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues and new ideas. You will develop and interpret policies, procedures, and strategies to accomplish mission requirements and optimize and integrate systems. You will perform a full range of supervisory duties to include; planning work to be accomplished by subordinates, evaluation of work performance, resolving complaints and grievance, and effecting minor disciplinary measures.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area and level within the scope of major duties for the position assigned.
  • You must participated in a continuous learning program described in SECNAVINST 1543.2 with a minimum of 40 hours of Cyber IT/CSWF related continuous learning annually.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Identifying the different types of potential cybersecurity threats and trends within an organization. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Find the source of the threat and relay to the customer the possible solutions. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Ability to give briefings, prepare system security and present your findings. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identify current and potential problem areas, develop update or establish new requirements and make recommendations for fully compliant infrastructure. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience coordinating required actions for implementing Information Technology (IT) initiatives to improve command and customer capabilities; Experience determining workload prioritization and scheduling and providing technical oversight on projects; Experience managing all project resources to ensure continuity and efficiency; Experience assessing security events to determine impact and implement corrective actions where necessary.
