The selectee for this position will serve as a Information Technology Program Manager, Activity Command Information Officer (ACIO), Head of the Information Management and Technology (IMT) Department, Submarine Maintenance Engineering, Planning and Procurement SUBMEPP ACTIVITY.
This position is part of the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). The NH-04 pay band encompasses positions equivalent to the GS 14-15 grade levels.
Duties
The successful selectee will perform the following duties:
Developing and maintaining the overall information systems architecture in Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP).
Ensuring that Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Information Management and Technology (IMT) policies and procedures comply with regulatory and legal requirements including the Clinger-Cohen Act.
Developing the SUBMEPP information technology portfolio plan and ensuring the inventory and registration of SUBMEPP Information Technology systems.
Obtaining functional business requirements from other SUBMEPP business units through surveys, interviews and user requests on the application of information system technology to SUBMEPP business functions.
Researching and applying information technology to reduce both operating cost of SUBMEPP operations, and costs of products and services which SUBMEPP provides customers, while maintaining the overall effectiveness of SUBMEPP Programs, products and services.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector coordinating Information Technology (IT) program activities for the research, analysis, or development of information systems security or cyber-security policies and procedures to ensure organizational wide compliance. Examples of Qualifying Experience may include identifying cyber security issues and risks and the ability to develop strategies to address future cyber security challenges; implementing and integrating new programs or requirements and developing new policy, guidance, standards, and methods; or resolving difficult policy and planning problems or issues, conducts special studies, and makes recommendations on new approaches to delivering cyber-related infrastructure services.
