You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (NETWORK) in the TECHNICAL SUPPORT DIVISION, INFORMATION TECHNOLOGY & CYBERSECURITY of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will utilize collective bargaining and skill when negotiating program implementation and change.
You will oversee all IT functions to develop and interpret policies, procedures, and strategies governing the planning and delivery of IT services.
You will be responsible for understanding the capital planning regulations and policies sufficient to demonstrate total cost of proposed investments and provide input to the IT capital planning process.
You will implement EEO policies and communicate support of these policies to subordinates.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You must attain and maintain one of the recognized Information Assurance Technical (IAT) Level III professional certifications, as required by DOD 8570.01-M, within 6 months of the assignment to this position.
- In accordance with DOD 8570.01-M, you must sign and adhere to the negotiated Information System Privileged Access Agreement and Acknowledgement of Responsibilities Statement.
- This position has been designated as a Cyber IT/Cybersecurity Workforce position and as a condition of employment incumbents of the position are required to comply with DON Cyber IT/CSWF Program requirement of SECNAV M-5239.2.
- Earn and maintain appropriate credentials from the Cyber IT/CSSWF Qualification Matrix associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned.
- Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current IDP signed by both the employee and supervisor.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience utilizing performance management and measurement methods and tools sufficient to develop, implement, and evaluate the effectiveness and efficiency of IT programs.
* Experience designing, developing, and managing systems that apply, extend, enhance, or optimize existing IT architecture.
* Experience employing new IT developments and applications such as hardware, software, network and telecommunications.
* Experience applying advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency.
* Experience providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
