You will serve as a PROCUREMENT ANALYST in the CONTRACTS MANAGEMENT OFFICE (N01CMO) of COMNAVAIRLANT.

Duties

You assist with the management and facilitation of the command Service Requirements Review Board (SRRB) process, ensuring contract requirements are reviewed, validated, and prioritized at the appropriate level. You will assist and advise technical representatives/supported activities/directorates on anticipated procurement requirements, procurement package development, working as the liaison with multiple SYSCOMs. You will establish and provide guidance on procurement strategies that execute requirements in accordance with law/regulation/policy while providing best value to the government and meeting the needs of the Command. You will perform contract management and oversight including providing guidance on contract issues, contract performance oversight support, advice/guidance on payment issues, contract modification support and contract closeout support. You will develop, implement, and provide training to command Headquarters staff and subordinate commands regarding procurement document development contractor performance oversight, and current procurement techniques/methods on various topics. You will perform portfolio management of the assigned Contract, Acquisition, and Procurement Portfolio along with the planning/development/execution of requirements as directed by the COMNAVAIRLANT CAM Director. You will assist in the development and evolution of the command SRRB instruction, contracts management staff instruction, implementation and oversight of policy, guidance, and regulation applicable to both command HQ and subordinate commands.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level III. If you are not certified you must achieve certification within 24 months of appointment.

Qualifications

To qualify for the PROCUREMENT ANALYST, GS-1102-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using contracting methods and contract types to plan and carry out long-term pre-award and/or post-award procurement actions. Experience using procurement systems where limited contractual precedents exist to serve as guidance in developing or modifying procurement strategies or pricing structure. Experience planning/developing/executing very complex contracts and to utilize/craft unique contract types required to accommodate changing business climates, new technology, dynamic market conditions, and economic uncertainties. Experience using the principles of acquisition strategy/planning sufficient to develop and implement a plan to procure a multi-year program or an information resources requirement involving the entire systems life of the resources. Experience with procurement statutes, executive orders, federal, departmental or agency, and local contract laws, regulations, contracting principles, performance and technical requirements, contract types, required provisions/clauses, and special provisions to carry out procurement actions regarding products, equipment, and services that can be complex and contain unique characteristics. Experience using procurement principles and methods underlying contract types such as cost reimbursement, cost-plus-fixed fee, cost-plus-award fee, cost-incentive fee, fixed price incentive, firm fixed price, indefinite-delivery-indefinite-quantity, time and materials, and multiple award contracts. Experience using the FAR, DFARS, and NMCARS, along with DoD/DoN procurement policy and instructions. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

Basic Requirements for GS-13 and Above
  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
  1. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  3. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
