This position is to serve as the Supervisory Business Manager providing expert knowledge in analyzing, evaluating, advising, and coordinating health care delivery systems and operations at site specific locations and sends findings to the CBOC Chief. The incumbent is fully responsible for overseeing the planning, directing, supervising, and coordinating of all the administrative aspects of the CBOC.
Duties
Duties and responsibilities include, but are not limited to:
Coordinates budget planning and execution and provides recommendations on the allocation of funds and resources based on adjustments in program objectives and needs.
Assists in the coordination with program managers and with the Medical and Nursing executives to prepare budget proposals that balance past expenses and plans for future program priorities and Veteran growth.
Manages procurement requests, including preparing acquisition packages, evaluating proposals for work, acting as a Contracting Officer's Representative (COR), and maintaining procurement records.
Oversees property management and serves as the facility manager.
Establishes and maintains good relations with various groups, organizations, and institutions including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, and congressional offices.
Serves as a representative to pertinent health-related or, organizations, government, and community groups in a manner that promotes a positive image of the healthcare system, CBOC, and VA.
Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups, and higher agency authorities such as The Joint Commission (TJC), Office of Inspector General, Occupational Safety and Health Administration (OSHA), etc.
Works closely with the Human Resources Officer, CBOC Chief, Service Chiefs, and Senior Leaders to ensure the appropriateness of personnel actions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Developing or monitoring the development of economic impact models that reflect economic, scientific, and engineering considerations appropriate to the industry or geographic area affected by proposed agency actions.
Analyzing the economic impact, feasibility, practicality, and effectiveness of existing and/or proposed environmental standards, regulations, programs, and policies.
Identifying defects or weaknesses in the analytic work performed by officials responsible for the development of regulations and standards.
Identifying and analyzing the key issues in proposed regulations, standards, or guidelines.
Forecasting effects of proposed regulations and standards such as plant closings, unemployment, price fluctuations, balance of trade impacts, and community disruption.
Developing alternative agency strategy, and assessing the environmental and economic tradeoffs.
Identifying and assessing Government (Federal, State, and local) resource impacts of proposed agency actions.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel is required.
Work Environment: The work is typically performed in an adequately-lighted, and climate-controlled office and requires normal safety precautions. Work is performed in an office setting in an outpatient clinic.
