Duties

What does an Operations Coordinator do? As an Operations Coordinator, you will provide and coordinate a variety of complex legal support functions and administrative duties, as well as provide technical advice and guidance to a team of support staff located in assigned Post of Duty (POD). The Operations Coordinator will serve as a leader to the team that provides administrative and clerical assistance to the first and second line managers, attorneys, and paralegals within the cluster. Each POD serves a mix of different legal divisions, each with its particular case processing needs, rules and other specialized considerations. Additional duties include, but are not limited to the following: As an Operations Coordinator, you will: Provide technical assistance and solutions to problems referred by support staff regarding Chief Counsel procedures and requirements for processing legal documents and providing legal support for cases. Prepare a variety of administrative and legal documents such as cover letters, correspondence, reports, pleadings, and briefs that include tables of contents, tables of citations, statutory appendices, and financial and statistical tables. Ensure all information on security policies and guidance is conveyed to employees, and that security incidents are documented and reported in accordance with appropriate, rules, policies, procedures, etc.; provide awareness training to computer users and conduct random checks to verify security procedures. Develop and maintain effective relationships with managers and employees at all levels of the IRS organization for the purpose of supporting the legal services provided by the Office of Chief Counsel. Handle or assist in the administration of the transit subsidy program for all staff (legal and non-legal) located at the POD. Monitor the status and progress of work, makes day-to-day adjustments in accordance with established priorities, and obtain assistance from the Office or others when problems arise. Instruct support staff on specific tasks and job techniques and make available written instructions, reference materials, and supplies. Answer a variety of administrative and legal support questions for office employees on different procedures, policies, and directives. Obtain needed information or decisions from attorneys or paralegals on problems that arise. Keep abreast of any changes in processing requirements for team's work. Provide training to new employees in accordance with established administrative procedures and practices. Arrange procedural legal case processing training and orientation for all new support employees. Provide information regarding new or revised procedures relating to any of the legal or administrative functions to all support staff. Assist in the arrangement of training in the use of office automation software packages and remains up to date on the use of office systems (manual and automated), software and technology. To qualify for this position of Operations Coordinator you must meet the qualification requirements listed below by the closing of this announcement: For GS-11: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Resolving problems of a non-technical nature; reviewing legal documents for adherence to policies and procedures; evaluating office operations and recommending adjustments as needed; performing administrative office duties such as providing input on personnel actions, preparing requisitions, monitoring resources, or coordinating and balancing workload; and providing training to employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education Substitution: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as a business or management degree. OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. NOTE: If qualifying based on education, your transcripts will be required as part of your application package. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency.
