Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As an Administrative Officer, you will provide advice and assistance on administrative management matters.
Your major duties and responsibilities may include:
Providing typical budgetary and financial management services
Performing typical human resources services and/or functions, including FTE and non-FTE Management, management liaison and consulting, orientation, and separation services for employees, and preparing and processing HR actions/documentation.
Providing typical purchasing/procurement/contract administration.
Serving as the POC for timekeeping system and overseeing other timekeepers in the proper use of federal Time & Attendance systems.
Interpreting policies, procedures, and practices concerning all aspects of federal travel, local, sponsored, domestic and/or foreign, and reimbursement for travel expenses for all orders and vouchers within the assigned areas.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

QUALIFICATION REQUIREMENTS:

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:
EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-7 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis:
Performing general administrative support functions using federal systems, regulations, and procedures in areas such as federal travel, time and attendance or records management.
AND
Assisting in the planning, formulation and/or execution of organizational federal budgets or federal procurements.
OR
Have a master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.
OR
Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.
GS-11: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:
1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-9 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:
Participating in phases of the federal budget or procurement process (e.g. planning, development, formulation, preparation, execution and/or monitoring) for an organizational unit.
AND
Performing administrative duties and functions (i.e., travel, time and attendance, and records management) in compliance with federal regulations, rules, polices, etc.
OR
Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.
OR
Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
CONTRACTING/PROCUREMENT - Knowledge of various types of contracts, techniques, or requirements (for example, FAR) for contracting or procurement, and contract negotiation and administration.
FEDERAL TIME AND ATTENDANCE MANAGEMENT- Assists managers and employees in researching, interpreting, and applying federal laws and regulations applicable to time and attendance such as hours of duty, absences, overtime, and leave, etc. to ensure accuracy and compliance.
FEDERAL TRAVEL MANAGEMENT - Assists travelers and travel planners in interpreting and applying federal travel regulations, policies, and procedures.
HUMAN RESOURCES MANAGEMENT - Understands and applies knowledge of Federal and/or private sector Human Resources laws, rules, and regulations.
FINANCIAL MANAGEMENT - Prepares, justifies, and/or administers the budget for program areas; plans, administers and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.

Education
