This position is located in the Health Resources and Services Administration, Bureau of Primary Health Care, Office of the Associate Administrator, Division of Workforce Management. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As the Deputy Division Director, you will assist the Director in directing administrative/business-related project management to assure measurable results to support achievement of the Bureaus mission and division results. Your major duties and responsibilities include: Exercising leadership, direction, coordination, and control over management programs of the Division of Workforce Management and the overall Bureau to assure balanced, comprehensive support and guidance of BPHC administration. Ensuring accountability in the oversight of all administrative functions that fall under the responsibility of the Division when the Division Director is not available, including planning, execution, problem solving, delivery of outcomes, and integration/coordination with other Office and Bureau activities and initiatives. Serving as a principal advisor to the Director, DWM to making strategic decisions pertaining to the Division's human capital resources. Working with the Division Director in exercising leadership in defining problem areas, developing corrective measures to overcome difficulties in administration, and overseeing execution of plans. Setting management goals and objectives and achieving efficient, effective, and economical administration of BPHC activities. Requirements

  • U. S. Citizenship is required.
  • All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: 1. Analyzing systems or strategies for long-range implementation and administration of office operations and initiatives to address the human capital needs and activities of an organization. AND 2. Providing strategic business advice on systems, procedures and processes to senior-level officials on a wide range of complex administrative and workforce management policy or program matters related to personnel priorities, initiatives or activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
