This position is located in the Health Resources and Services Administration, Office of Intergovernmental and External Affairs. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As an Administrative Officer, you serve as a principal advisor to the Office of Intergovernmental and External Affairs on all administrative management matters associated with programs and operations. Your major duties and responsibilities include: Developing and implementing administrative policies and procedures for the organization. Consulting with management in preparing detailed plans, goals, objectives, requirements, and criteria for complex or high-value management processes and system, such as developing staffing standards for new or substantially altered program functions. Performing comprehensive Human Resources services and/or function such as compensation, career development, employee and labor relations, management liaison and consulting, FTE and non-FTE management, organizational changes, performance management or incentive awards, position development and management, recruitment, and placement workforce planning. Provides advice to management and staff on contracting and procurement policies and issues. Interpreting policies, procedures, and practices concerning all aspects of travel, local, sponsored, domestic and/or foreign, and reimbursement for travel expenses for all orders and vouchers within the employees' assigned area(s). Providing lead oversight for the timekeeping system and oversees other timekeepers in proper use of the program, e.g., input of employee information. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

Qualifications

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance To qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: 1. Leading a staff, multiple projects, or workgroups on a full range of federal administrative management activities (i.e., budget, and financial management, human resource management, travel management, employee performance management, time and attendance, property, and facilities management, etc.). AND 2. Analyzing federal administrative service programs and creating processes, procedures and work plans to increase efficiency and effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. FEDERAL HUMAN RESOURCES COUNSEL - Applies knowledge of federal human resource policies and procedures to advise and assist managers in staffing, position management, benefits and payroll, employee retention and employee relations. FEDERAL TRAVEL MANAGEMENT - Assists travelers and travel planners in interpreting and applying federal travel regulations, policies, and procedures. FEDERAL CONTRACT MANAGEMENT - Knowledge of various types of federal contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. FEDERAL TIME AND ATTENDANCE MANAGEMENT- Assists managers and employees in researching, interpreting, and applying federal laws and regulations applicable to time and attendance such as hours of duty, absences, overtime, and leave, etc. to ensure accuracy and compliance.
