This position is located in the Health Resources and Services Administration, Provider Relief Bureau, Office of the Associate Administrator. Duties

This position is a mission critical occupation for HRSA. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. This position will be filled as a competitive temporary appointment not to exceed 1 year. The appointment may be extended for an additional 1 year and can be made permanent without further competition. This is a supervisory position, and the selectee may be required to serve a one-year supervisory probationary period. As the Administrative Officer, you serve as the Executive Officer and principle advisor to the Associate Administrator on all aspects of administrative management and operations. Your major duties and responsibilities include: Advising senior management on the allocation of human resources in the Office. Managing complicated issues relating to domestic and foreign travel. Overseeing Information Technology (IT) requests for hardware, software, and phones. Advising senior management on space allocations and property. Advising the Budget Team on expenditures that could impact the Office's operating budget. Assisting leadership in the development and formulation of program budget. Managing contracting for all procurements. Reviewing the organization's procurement actions for adequacy, appropriateness, procedural requirements and compliance with agency and appropriate federal procurement regulations. Requirements

  • U. S. Citizenship is required.
  • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE 12/12/2024. This announcement is only open to CURRENT HRSA competitive permanent/career or competitive career conditional employees. To qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of the minimum qualifying experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: Providing direction and oversight over major components of federal programs that perform administrative work (e.g., human capital, management, travel management, budget/financial activities, space management, property management, timekeeping administration, etc.). AND Providing technical advice on administrative management policies and requirements to ensure program goals, objectives are in compliance with federal regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. ADMINISTRATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. FEDERAL BUDGET PROCESS - Understands and complies with the Federal Budget process, including budget formulation, presentation, and execution. CONTRACT MANAGEMENT- Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisition Regulations, FAR) for contracting or procurement, and contract negotiation and administration.
