About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade - Maryland.
Duties
Provides the overall systems engineering/computer science and technical integration expertise for the planning, design, development, and analysis of USCYBERCOM Enterprise cyberspace systems, subsystems, and foundational infrastructure.
As a recognized authority, personally authors or actively participates in the development of future technology.
Reviews technical concept papers, develops technical guides, establishes technical architectures for USCYBERCOM programs.
Plans and conducts broad-based system, network, and statistical analyses to support definition and refinement of requirements for DoD-level IS enterprise architecture policy and process directives.
Functions as the technical advisor to the Combatant Command on cyber and C4IT enterprise architecture.
Ensures C4 initiatives maintain continuity of purpose and focus on key program community-level operational objectives retain consistency with pertinent C4 architectures and design standards.
Performs very complex, difficult studies/evaluations on an individual basis or as a team member/leader responsible for completing phases of an overall work effort.
Documents and publishes the C4 cyberspace enterprise architecture and infrastructure for USCYBERCOM.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance.
- Must complete a counterintelligence scope polygraph exam.
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter, in accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- This position is considered "Mission Essential." In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Temporary Duty (TDY) travel may be required up to 25% of the time.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- Incumbent may be required to work overtime and shift work on short notice to include nights, holidays, and weekends.
- Required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program.
- Incumbent must maintain Level III, Privileged Access to all required IT networks.

Basic Requirement for Computer Engineer/Electronics Engineer:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);OR(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Basic Requirement for Computer Scientist: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Planning and designing cyber systems and subsystems to create a baseline infrastructure; 2) Formulating solutions to the architectural problems of cyber systems; 3) Leading other staff members in the research of automated C4 system design strategies; 4) Analyzing various methods for the implementation and development of projects.
