This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure DISA - DBC/CYBER DEVELOPMENT DIRECTORATE.
Duties
Represents Directorate / Division / Branch as an authoritative professional consultant with DISA, DoD, and commercial organizations on new highly technical subjects
Serves as the systems engineering architect in developing information architectures or modifications thereto, or participates in the development of Department-wide or Federal architectural policy, guidelines, frameworks and implementations
Serves as subject matter expert in cyber security architecture and represents the Directorate in setting technical direction for securing the DISN and DODIN.
Serves as the Technical Director in providing planning and critical recommendations for the research and development of cyber security technology, design of security requirements, and the justification/proof of adherence to the approved designs
Keeps abreast of computer technology and information assurance policies, evaluating new computer technology for applicability to and for insertion into DISA programs.
experienced in project management practices with regard to planning, organizing, and managing resources to bring about the successful completion of specific project goals and objectives.
This includes keeping abreast of current DoD R and D activities such as the Services/Agencies Research Laboratories (Army, Air Force, Navy, DARPA) and other contractor R and D activities.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

- The position may require the selectee to hold a current DoD Top Secret security clearance based upon a Single Scope Background Investigation (SSBI).
- The incumbent must obtain Acquisition certification in the Engineering and Technical Management Functional Area at the Foundational Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
For the GG-0854 Computer Engineer or GG-0855 Electronics Engineer:A. Degree: Professional Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration Written Test Specified academic courses Related curriculum - With this criteria, applicants also need verification of employment from a supervisor stating you have performed professional engineering duties. For the GG-1550 Computer Scientist: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Providing guidance to leadership on cyber related architectural matters, cyber security, & computer communications and networking technology to support agencies mission; Identifying requirements for contractor support and preparing budgetary documentation in support acquisition packages to execute the required support; Recommending redirection of program plans and revised approaches to overcome highly critical, unforeseen difficulties and unsatisfactory results.

Education
There is no substitution of education for the qualifying experienceat the GG-15 grade level.
