This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA - DBC/CYBER DEVELOPMENT DIRECTORATE.

Duties

Identify and describe the technical direction DISA’s Zero Trust programs must take to provide useful and reliable solutions. Evaluates new and emerging Zero Trust technologies. Perform long range information technology planning. Evaluate relative value, technical risk, and feasibility of proposed development approaches. Complete complex in-depth system engineering trade off analyses. Serve as a system engineering architect in developing Zero Trust (ZT) information architectures, enterprise service architectures and information assurance/security architectures. Influence department-wide policy and frameworks in the area of ZT. Collaborate with DISA, DoD, government agencies and industry on technical subjects. Integrate and coordinates efforts with other technical subject matter experts. Advise on technical training opportunities, assist with technical staff to support cross functional knowledge, skills, and abilities to help develop the technical workforce.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
  • Must be able to obtain a Top Secret/SCI Security Clearance.
  • This is a drug testing position.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Acquisition certification in the Engineering and Technical Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position, in accordance with DoD Instruction 5000.66 required.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: For the GG-0854 Computer Engineer or GG-0855 Electronics Engineer: A. Degree: Professional Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration Written Test Specified academic courses Related curriculum - With this criteria, applicants also need verification of employment from a supervisor stating you have performed professional engineering duties. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience utilizing computer networking concepts and protocols, and network security methodologies; Experience working with risk management processes (e.g., methods for assessing and mitigating risk); Experience interpreting national and international laws, regulations, policies, and ethics as they relate to cybersecurity; Experience with cybersecurity principles; cyber threats, vulnerabilities; and specific operational impacts of cybersecurity lapses. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
