This position is located in the Office of Process Improvement in the Office of the Deputy Commissioner responsible for Patent Quality. The employee serves as a resource in the development and implementation of performance excellence management policies, tools and initiatives. Also, serves as a senior analyst and adviser on continuous improvement, quality, strategy, program, and project management matters.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at General Schedule Qualification Standards (opm.gov) Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13. Specialized experience for this position includes: Serving as an expert in the Strategy, Quality, and the Lean Six Sigma process improvement methodologies and is tasked with solving significant issues complicated by interfaces and inter-relationships between program systems, functions, policies and other critical factors. Is an advisor employing advanced qualitative and quantitative program evaluation techniques to conduct continuous improvement engagements, analyze findings, and make recommendations on substantive operating programs that require knowledge of the mission, and organization. Formal training and demonstrated experience to the Black Belt level of Lean Six Sigma is highly desired. Must have experience evaluating the effectiveness of business programs by implementing proactive, systematic and standardized program reviews against internal criteria, procedures and industry best practices such as the Malcolm Baldrige Performance Excellence framework or other recognized Quality Management System. Must have demonstrated skills in effective facilitation of cross functional teams to elicit voice of the business, voice of the customer, and ideation information. Communication, collaboration, and presentation skills should be evidenced by an ability to work with any level and department of the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience at this grade level.
