Duties
You will perform and/or advise on work in any of the phases or systems of budget administration.
You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
You will analyze and recommend cost and benefit alternative methods of financial management within the organization's programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will assign work to subordinates based on employee's capabilities, priorities, and difficulty of assignment.
You will develop performance standards and evaluate employee performance.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying commonly used financial regulations and local policies, practices, methods, procedures, and precedents sufficient to function effectively in Enterprise Resource Planning/Systems Applications and Products (ERP/SAP) or similar financial systems; 2) Performing research, analysis, and interpretation of data in a variety of financial databases and make recommendations/perform corrective actions; 3) Interpreting and applying financial regulations and local policies, practices, and internal management controls to effectively and efficiently execute the budget while maintaining compliance with FIAR standards; 4) Providing advice, guidance, and assistance to personnel on procedures or processes related to financial program management and business requirements; 5) Utilizing automated systems and programs to provide information, reports, and services on financial system analysis and budget execution; and 6) Developing solid working relationship with internal and external shareholders to ensure thorough requirements are in place for budget formulation and subsequent execution.
