You will serve as a SUPERVISORY FINANCIAL MANGEMENT ANALYST of NAVSUP WEAPON SYSTEMS SUPPORT.

Duties

You will serve as the senior liaison for budget, accounting or financial management policy and procedures within the organization. You will direct or perform continuing financial program execution review, analysis, and appraisal of the major operating and support programs within the organization. You will prepare briefs for senior managers on program execution and provide recommendation to correct program variances or problem areas. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Developing and recommending Wholesale Material Budget policies and procedures for major operating and support programs within an organization; 2) Utilizing an Enterprise Resource Planning system (such as Navy ERP or similar) to analyze financial metrics and data related to the status of funds and the propriety of obligations; 3) Preparing and delivering briefs on financial and budgetary data to upper management; 4) Providing strategic guidance and leadership on financial and workforce management requirements to subordinate personnel; 5) Coordinating the development and reporting of cost/performance information in support of mission tasks; and 6) Conducting management evaluation of financial issues raised in audit reports and budget reviews and recommending alternative solutions.
