This position is located in the Office of Information Technology of the Food and Nutrition Service (FNS). This position will serve as the IT Compliance Branch Supervisor, within the Enterprise Management Division (EMD), Office of Information Technology (OIT). The incumbent will serve as the IT Compliance Supervisor (Branch Chief) responsible for the development of strategy, implementation, and oversight of the Enterprise Architecture program, Section 508, and IT Policies and Procedures. .

Duties

Oversees planning, direction and execution of IT program infrastructure initiatives to improve and increase accountability, implement new technologies, and implement new goals or address weaknesses in technology. Develops and maintains working relationships with regional offices to help ensure effective program management and operations through open communication, adequate training, negotiation, and problem solving. Plans work to be accomplished by IT specialist and project managers, sets and adjusts short- and long-range priorities, assigns work based on priorities, difficulty of assignments, and capabilities, and eliminates or reduces problems and barriers. Conducts personnel administration and management tasks, to include selecting, evaluating, training; coaching, counseling, and disciplining; monitoring and appraising job results; and, implementing policies, and procedures.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-14 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service that demonstrates knowledge in Information Technology. Specialized experience is defined as: Providing technical advice, guidance, and recommendations to management on Enterprise Architecture, Quality Assurance, and policy issues; Conducting and implementing annual, multi-year and long-range goals and objectives for agency or contracted work; Negotiating with various stakeholders to ensure awareness of new objectives, policies, and state-of-the-art developments affecting requirements for systems and networks; Supervising or leading a staff to manage and oversee the day to day activities within a branch; AND Knowledge and experience in design, implementation, and management of cloud-based systems For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
