Duties
Oversee all phases of major projects to assure integration and coordination within established time frames and maintains corporate goals and objectives, consistent with commitments, policy, authorization, and measurable performance criteria.
Resolve controversial issues or problems arising between technical personnel, contractors, and using services, making compromises based on operating need, regulatory requirements, etc.
Accountable for progress reports and maintaining regional coordination with other District leadership on planning, design, and construction progress of mega projects.
Manage development, planning, design, and construction for significant infrastructure projects.
Conduct program reviews and analysis briefings to compare progress with objectives and ensure project tasks are prioritized properly.
Oversee development of all projects assuring optimum product schedule, cost, scope, acquisition plan, budget, and quality.
Provide staff leadership in developing project schedules, budgets, manpower needs, and milestones for programming and project management purposes.
Provide direction to all project managers to see that planning, design, and construction problems are resolved and that project costs are controlled and established schedules are met.
Supervise and manage the Program Delivery Office workforce and operations.
Provide direction of project management systems and tasks the other districts elements through the function Chiefs, as needed, for support and execution of projects.
Provide guidance for effective resolution of technical problems, conflicts, and controversial issues.
Approve changes recommended by technical functions to maintain approved schedules and cost, assuring proper coordination.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to achieve Project Management Professional accreditation within six (6) months of appointment.

In order to qualify, you must meet the experience requirements described below. Specialized Experience:
One year of specialized experience equivalent to the GS-13 grade level or equivalent pay system in the Federal Service which includes developing schedules for major projects which require budget planning, design, construction execution, manpower needs, establishing timelines, and encompassing corporate goals and objectives; overseeing all phases of major projects to assure integration and consistence of quality; effectively communicating project information with stakeholders and other various agencies; providing leadership and guidance to project managers and other technical support personnel.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
