About the Position: You will serve as the Deputy District Engineer (DDE) and Chief of the Programs, and Project Management Division (PPMD). The incumbent is delegated full authority for management decisions related to Civil, Military, Environmental, International and Interagency Support programs and projects in the Rock Island District.
Duties
Oversee civil works program initiatives to ensure program continuity and commitments to customers.
Oversee and monitor program data preparation as it relates to program schedules, manpower and budget requirements.
Plan subordinate work assignments and training.
Advise subordinate employees on instructional methods, training, and safety requirements.
Prepare responses to congressional subcommittee questions.
Direct the formulation of the Rock Island District's annual and multi-year program budget.
Projects include Civil Works such as flood control, storm damage prevention, navigational projects such as channel improvements and lock and dam construction, environmental/ecosystem restoration, river stabilization, etc.
Environmental projects involve water resources, excavation of contaminated soils, groundwater pump and treatment systems, alternate water supply, and incineration of contaminated wastes.
Management responsibilities involve projects requiring substantial technical effort by functional elements including Planning, Engineering, Construction, Operations, and Real Estate.
Supports District’s readiness posture by developing and periodically updating emergency plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year Supervisory probationary period maybe required.
- Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.
- Incumbent must obtain and maintain a Secret Security Clearance
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

Specialized Experience:
One year of specialized experience which includes overseeing and interpretation of program data as it is related to project schedules, manpower and budget; coordination internal and external stakeholders; and supervision, leadership, or extensive experience working with and/or directing Civil Works Water Resources programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
