About the Position: This position serves as the First Army Chief of Plans; responsible for operational planning and programs for a three-star command. First Army is headquartered in Rock Island Arsenal, has two Divisions and 10 Training Support Brigades and is responsible for training and mobilization of all CONUS-based conventional Reserve Component Units.
This position is a TERM position not to exceed 2 years
Duties
Performs personnel management functions for both military and civilian members in the Plans Division.
Responsible for planning efforts to support Mobilization Operations and coordinates directly with FORSCOM and other mobilization enterprise partners on plans, policies and concepts to support operational and contingency planning efforts.
Responsible for directing First Army's planning efforts to support conventional Army National Guard and Army Reserve planning and
management under the Global Force Management (GFM) process.
Leads/attends meetings and conferences as needed to meet present and future mission requirements.
Interfaces with higher, lateral, and subordinate commands to develop and implement First Army Concepts and Army Campaign Objectives.
Supervises major studies and/or projects that impact Army mission, programs, or operations.
Ensures plans, programs, and policies are consistent with the Commanders mission priorities, objectives, and goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent will be required to obtain and maintain a Top-Secret security clearance.
- Incumbent will be enrolled in the Army Drug Free Workplace Programs, and subject to random drug testing.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This position may require travel up to 20% of the time.

Specialized Experience: One year of specialized experience which includes demonstrated experience 1)Directing a multitude of operational functions of an organization to include establishing guidance, and implementing new or revised Force management policies/plans, 2) Performing a full range of employee supervisory duties to include performance evaluation, interviews, selection, and resolving employee grievances, and 3) Coordinating and developing relationships with activities, units and outside agencies to ensure resources are available to allow for the implementation large scale multi organizational plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14)
