About the Position: This position serves as the First Army Chief of Plans; responsible for operational planning and programs for a three-star command. First Army is headquartered in Rock Island Arsenal, has two Divisions and 10 Training Support Brigades and is responsible for training and mobilization of all CONUS-based conventional Reserve Component Units.
Duties
Serves As Chief, Plans Division, G-5, Headquarters, 1st Army.
Directs First Army operational planning and program development.
Ensures plans, programs, and policies are consistent with the First Army Commanders mission priorities, objectives, and goals.
Supervises major studies and/or projects that impact the First Army mission, programs, or operations.
Leads/attends meetings and conferences as needed to meet present and future mission requirements.
Manages First Army Campaign Plan staff integration, providing input, advice, and recommendations for First Army senior leaders.
Interfaces with higher, lateral, and subordinate commands to develop and implement First Army Concepts and Army Campaign Objectives.
Performs technical advisor/subject matter expertise for the execution of Force Management, requirements and sourcing of Army COMPO 2
(Army National Guard) and 3 (Army Reserve) conventional forces.
Serves as First Army subject matter expert/technical advisor for Plans, Policy, Force Management and guidelines that support program goals and objectives.
Responsible for directing First Army's planning efforts to support conventional Army National Guard and Army Reserve planning and
management under the Global Force Management (GFM) process.
Responsible for planning efforts to support Mobilization Operations and coordinates directly with FORSCOM and other mobilization enterprise partners on plans, policies and concepts to support operational and contingency planning efforts.
Performs personnel management functions for both military and civilian members in the Plans Division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent will be required to obtain and maintain a Top-Secret security clearance.
- Incumbent will be enrolled in the Army Drug Free Workplace Programs, and subject to random drug testing.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

To qualify based on your experience, your resume must describe at least one year of experience, at the next lower grade (GS 14), which prepared you to succeed in this position. Specialized experience is defined as experience that is in or related to the work of the position to be filled such as: assisting in the development and review of operational plans, programs, policies, and procedures related to the readiness of Army and/or Joint forces and units; experience preparing and delivering briefings to senior leaders; leading and directing the military planning processes; and subject matter expertise in Army Processes (e.g. Staff Planning, Global Force Management, Planning, Programming, Budgeting, and Execution System, and Force Management). An applicant with Operational Planning experience is recommended.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
