This position is located in the Department of Homeland Security, Federal Protective Service, Alexandria, Virginia.
Duties
The primary purpose of this position is to provides program planning, development and
execution to implement improvements in the business processes used to manage the delivery
of Information Technology (IT) services.
Duties performed:
Provide technical direction for planning, developing, acquiring, testing, integrating, and implementing capability in support of operations in the operational environments.
Review and evaluates organization operations and develops and recommends changes in internal procedures.
Exercise significant responsibilities in directing a major program segment with significant resources.
Assure timely performance of work and quality standards are met.
Qualifications
Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below.
Basic Requirement:
Possess information technology related experience demonstrating each of the four required competencies:
A. Attention to Detail: Ensuring IT programs are in compliance with policies and/or standards;
B. Customer Service: Collaborating with clients to implement better ways to address customer issues;
C. Oral Communication: Advising other leadership on IT methods or practices; and
D. Problem Solving: Providing solutions to issues to meet short and long-term goals.
AND
Specialized Experience:GS-15:
Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Managing subordinate personnel responsible for operations within an information technology services office;
Developing information technology policies and/or procedures; and
Evaluating IT programs or projects to resolve organizational issues.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
