You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUDGET FORMULATION AND PLANNING DIVISON, BUDGET DEPARTMENT of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will perform all aspects of budget formulation, analysis, presentation, execution, and review of all personnel resources to support the mission.
You will present and justify budget submissions to higher authority.
You will provide assistance and guidance to senior/junior analyst/interns in the preparation of specific budget exhibits and/or Management reports to address special concerns.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
DA-05
Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to some or all of the following: 1) Applying analytical methods to gather, analyze, and evaluate financial and budgetary information associated with developing forecasting patterns and predicting changes required in operating programs; 2) Budgeting and forecasting in support of 3-5 out-year funding requirements; 3) Ensuring manpower and needed funding for new or modified critical programs are obtained in a timely manner.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to some or all of the following: 1) Assisting with budget planning and formulation; 2) Modifying standard practices and adapting techniques to solve complex problems; 3) Assisting with Federal budget process and program objectives

In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:
DA-04
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
