You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the RESEARCH AND DEVELOPMENT BUSINESS ANALYSIS DIVISION, PROGRAM AND BUSINESS ANALYSIS DEPARTMENT of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will direct and prioritize work assignments to business financial personnel. You will be responsible for building, mentoring and developing team members. You will create budgets, analyze, interpret, evaluate funding plans, monitor execution, and identify actual or potential funding issues, make decisions, and provide sound financial technical advice. You will perform overhead analysis and report financial information (status/concerns) to leadership on a monthly basis or as needed, including recommendations for budget updates.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (NM-03) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Utilizing Enterprise Resource Planning and the financial execution processes including Production Overhead, and Navy Working Capital Fund; 2) Identifying, analyzing, and resolving a range of personnel management issues (including recruitments, promotions, reassignments, and maintaining a wide variety of reports); 3) Extracting information from Enterprise Resource Planning and providing data analysis using Excel formats; 4) Mentoring and supervising employees including directing and prioritizing work assignments; 5) Developing and managing the execution of budgets; 6) Utilizing Financial Management policies and regulations; and 7) Interpreting customer requirements and providing written and oral communication across all levels of leadership.
