This position will serve as the Administrative Chief of Ambulatory Care Operations (CACO), providing comprehensive non-clinical oversight and administrative operations management of all ambulatory care services at the Samuel S. Stratton VA Medical Center in Albany, NY and related CBOCs, including Primary Care, Mental Health, and Specialty Care, integrating all aspects of ambulatory care into the facility's Ambulatory Care Team Management structure.
Duties
Major duties includes but not limited to:
Provides overall administrative management over Ambulatory Care services including Community Care, the Administrative Officer for Ambulatory Care service, the VERA Service, and HSS to the DCOS, and the GHATP program. This includes interpreting policies, developing, and implementing local policies, defining administrative requirements, and/or providing advice to senior management on related issues.
Independently identifies problems and initiates solutions. Acts as the facility expert on policies and requirements for clinic operations, healthcare information technology, and community-based care through third party providers.
Evaluates and monitors administrative activities and makes substantive recommendations for program improvements.
Provides expert advice and technical assistance to managers and supervisors in a wide variety of areas. Incumbent advises facility leadership and provides responses to proposed legislation, policies, and standards of higher authority regarding clinical management
issues.
Applies a sound and in-depth understanding of both clinical and administrative programs, laws, accreditation standards, regulations, and medical and technological advances at the Albany VA Medical Center when providing leadership and guidance over these services and collaborates closely with the COS/DCOS and ADPCS in the formulation and supervision of administrative and allied health activities and the coordination of those activities in support of clinical care, education, and research programs.
Conducts and directs special studies and analyses of complex problems relating to manpower requirements, space and equipment, utilization, organizational alignment, and other areas of concern to the Executive Leadership Team.
Provides leadership and direction to promote the development and productivity of all employees supervised.
Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines.
Resolve conflicts or problems
that may arise with employees and assure management officials are familiar with the negotiated agreement between parties.
Establishes and maintains good relations with various groups and organizations, including other hospitals, medical societies, medical schools, colleges and universities, accrediting agencies, public health officials and organizations, volunteer work groups, and the community at large.
Develops both long and short-range plans in support of long-term organizational goals and coordinates medical administration needs of the facility.
Adapt the principles, practices, processes, and techniques common to any situation to the specialized requirements of the facility.
Participates in the formative stages of ambulatory care managerial planning to assure an awareness of medical administrative issues and implementation of process changes are considered and assessed for their impact on other aspects of the healthcare delivery process.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Quality Ranking Factor: Previous experience in Community Care, VERA, Clinic Practice Management or other complex administrative experience preferred.
INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0671 occupational series, applicants MUST possess one of the following:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Undergraduate and Graduate education Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
