This position is located within a Veterans Health Administration (VHA) Medical Center (VAMC) at the Department of Veterans Affairs (VA).The primary purpose of the Ambulatory Care Operations Director-Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.

Duties

Major Duties include but is not limited to: National Program Responsibilities Provides access related consultative services to the VAMC, VISN and National leadership. Work with the National Program Office, in collaboration with VAMC Service Lines, to review and develop national guidance and policies that will facilitate standardized processes. Review and provide input on nationally issued regulations and policies for VA-wide implementation, utilizing local ACOD-GPMs and communication strategies. Works as part of a national group of ACODGPMs to ensure a wide range of local factors are considered in the development of national policies and procedures. Will be called upon weekly to collaborate with staff from other facilities and to work on national project groups to review and develop national and VISN level policies, procedures, systems, requirements documents, and business or access analysis initiatives. Veteran Experience Responsibilities Work with Veteran Experience Advocates at the local VAMC to evaluate patient and family concerns regarding the access to services needed. Coordinate efforts with national requirements, including the MyVA alignment. Coordinate efforts to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts. Ensure that processes and procedures developed are data-driven. Oversee the evaluation of outpatient care patient feedback for access and quality measures at the VAMC. Deploy an analytics system for the collection and analysis of outpatient care patient feedback for access and quality measures at the VAMC. Evaluate and recommend changes for continuous process improvement. Supervisory/Programmatic Oversight Serve as the supervisor for a unit engaged in clinic access and data analytics. Will function independently by applying the board guidelines provided by the incumbent's supervisor. Subordinate supervisors will only bring forward the most complex cases and concerns to the ACOD-GPM for final determinations. Maintain overall programmatic responsibility for the efficient operation of the program. Direction and Long Term (Strategic) Planning Develop both long- and short-term policies and plans for the VAMC. Coordinate ambulatory care medical administration needs of the VAMC for incorporation into annual budget and operating plans. Improve care delivery by identifying and anticipating needs, potential issues, and concerns. Develop flexibilities in operations and cost-effective approaches to ensure Veteran and employee satisfaction. Coordinate the establishment of goals, objectives, and long-range plans for the VAMC. This includes use of demand forecasting and strategies to address distinct populations. Oversee the development of contingency plans to meet unexpected and planned resource demands. Budget Guidance and Approval Develop and maintain annual budget plan and staffing plans for outpatient care. Assist leadership in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care. Develops resource projections and prepares budget submissions. Make recommendations to VAMC leadership regarding allocation of resources, including decisions regarding use of VACAA and non-VA community care options. Develop, implement, monitor, and adjust plans to effectively and cost-efficiently accomplish the mission within budgetary constraints. Office Program Planning Work Provide administrative management for ambulatory care clinical support services. This may include interpreting policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to executive leadership on related issues. Quality/Productivity Goals Provide leadership and direction to promote the development and productivity of all employees supervised. Promote a culture of employee engagement and satisfaction. Encourage the development and training of managers and their staff. Develop and maintain effective relationships with all clinical and administrative staff. Due Process Represent management at labor management meetings as directed. Resolve conflicts or problems that may arise with employees, and assure management officials are familiar with the negotiated agreement between parties. Work Schedule: Monday - Friday 8:00am - 4:30pm Position Description Title/PD#: Health System Specialist/PD19704O Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC quadrad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Minimum Basic Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education: Applicants may substitute education for the required BASIC experience. To qualify based on education for this grade level you must have Undergraduate and Graduate education Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-13 grade level: One year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Previous Experience in a Group Practice Management/Clinic Management; Mastery of a wide range of qualitative /quantitative as well as analytical/evaluative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness; Ability to effectively supervise others by setting priorities, assigning work, evaluating work of subordinates and developing subordinates for increased responsibility and succession planning. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. There is no educational substitution for the GS-13 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
