The Staff Assistant has programmatic responsibility for the Medical Center planning process. Helps to set the future direction of the Albany VAMC using a variety of demographic, computer modeling and forecasting techniques. Provides information and instruction to physicians, nurses, administrative staff and other members of task force planning groups on current health care issues dealing with the provision of health care. Conducts analyses of various projects related to health care management.
Duties
Duties include but are not limited to:
The incumbent serves as the staff assistant to the Medical Center Director. They are a principal advisor to the Director and a consultant to the Associate Medical Center Director, Chief of Staff, service Chiefs, and other hospital management.
Responsible for planning programs, establishing goals for the accomplishment of work and for other assigned programs and projects.
Required to conduct and evaluate special studies on designated subjects, most of which will require extensive investigation and analysis.
Direct responsibility for the development, modification and/or implementation of essential management programs and initiatives designed to improve efficiency and cost effectiveness.
Delegated authority to act as official spokesperson for the office of the Director with authority to implement and direct assigned programs.
Responsible for developing criteria used in evaluating the performance of various projects and programs.
Designs and implements follow-up systems to track outstanding issues and matters of concern to the Medical Center Director.
Take proper corrective action or provide authoritative recommendations and/or advise as necessary to correct identified deficiencies.
May serve as the Sharing Program Coordinator for the Medical Center and has programmatic responsibility for the development and establishment of sharing agreements and scarce medical specialist contracts with a large number of private and public health care providers.
May be called upon to head the VA Medical Center negotiating team for contractual agreements with private health care providers, federal and state departments and agencies and our affiliated medical college.
Maintains programmatic responsibility for the development and implementation of the Capital Realignment for Enhanced Services (CARES) Program.
Provides leadership and coordination of activities that encompass several inter and intra-organizational levels, services and care giver groups by developing effective networking between clinical and administrative groups involved in special projects, programs, preparing proposals or installing new technology.
Serves as staff resource to several Medical Center committees, including Local Leadership Council, Space Committee, and Service Line Board.
The Staff Assistant represents the Director and other management officials at meetings of community and service organizations, local and regional health care organizations, and state agencies, including the New York State Department of Health, Department of Mental Health, and Division of Veterans Affairs.
Applies the concepts of management engineering, including decision science information technology, quantitative analysis and modeling to support problem solving and decision making throughout the Medical Center.
Provides leadership and technical support to assist groups in focusing on issues, identifying alternative solutions and selecting the solution that best meets objectives.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, designing and executing programs to inform and educate an audience; Public relations/communications; Coordinating and monitoring consumer affairs activities; Facilitating communications with stakeholders; Applying health administration, public relations, and media skills; Providing consultation and training to staff.

Physical Requirements: Most of the work time is spent in an office setting, with some lifting and moving required. Travel to local, regional and national meetings is required.
