Position will serve as File Clerk/Scanning Specialist in the Medical Records Scanning Unit of Health Information Management Section, Southern Oregon Rehabilitation Center and Clinics (SORCC).

Duties

Duties include, but may not be limited to the following: Receives, indexes, scans, and assigns appropriate nomenclature to health and administrative information Files paper health and administrative documents in accordance with approved procedure Maintains a system of paper medical records Retrieves and delivers records or documents upon request from persons having right of access Interfaces with personal computer applications as well as numerous VISTA and CPRS applications (computer technology) Forwards requests for the transfer records to other Veterans Health Administration (VHA) medical facilities via Release of Information (ROI) Identifies and prepares records for retention and disposition Responds to customer needs in a positive and efficient manner Fully protects the confidentiality of patient information, access to computer files and release of access codes, according to established guidelines and policies Consistently communicates with customers in a courteous, tactful, and respectful manner. Effectively manages conflict and resolves problems with customers constructively. Performs clerical duties, including, for example, the use of computerized records tracking, associated with the retention, maintenance, disposition, and control of administrative and medical records Transfers or prepares for archiving records of patients not receiving medical care within a three-year period Performs additional duties as assigned. Qualifications

To qualify for this position, applicants must meet time in grade and general experience within 30 days of the closing date of this announcement, 11/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-04 position you must have served 52 weeks at the GS-02. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: General Experience: You must have one year of general experience of general experience with progressively responsible clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. General experience includes but is not limited to: Receiving, indexing, and scanning documents to correct patient's record; maintaining records; utilizing electronic filing systems and computer technology; protects the confidentiality of patient information; consistently communicates with customers in a courteous, tactful, and respectful manner; and managing work duties to meet deadlines. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 full years above high school or equivalent degree in any field for which high school graduation or the equivalent is the normal prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of general experience and education beyond one year post high school graduation or equivalent is creditable. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Proficiency Requirements-In addition to meeting experience requirements, applicants for this position must show possession of the following proficiency: ability to type 40 words per minute. Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. You will be rated on the following Competencies for this position: AccountabilityClericalComputer SkillsCustomer Service (Clerical/Technical)Information Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work with computers is mainly sedentary in an office environment. However, paper mail /records retrieval, filing, and management involves long hours of standing, with extensive bending, reaching, lifting, stooping, pulling, and other physical exertion or strain.
