Position will serve as File Clerk/Scanning Specialist in the Medical Records Scanning Unit of Health Information Management Section, Southern Oregon Rehabilitation Center and Clinics (SORCC).

Duties

Major duties include but is not limited to: Receives, indexes, scans, and assigns appropriate nomenclature to health and administrative information Files paper health and administrative documents in accordance with approved procedure Maintains a system of paper medical records Retrieves and delivers records or documents upon request from persons having right of access Interfaces with personal computer applications as well as numerous VISTA and CPRS applications (computer technology) Forwards requests for the transfer records to other Veterans Health Administration (VHA) medical facilities via Release of Information (ROI) Identifies and prepares records for retention and disposition Responds to customer needs in a positive and efficient manner Fully protects the confidentiality of patient information, access to computer files and release of access codes, according to established guidelines and policies Assists other co-workers when needs arise Performs clerical duties, including, for example, the use of computerized records tracking, associated with the retention, maintenance, disposition, and control of administrative and medical records Transfers or prepares for archiving records of patients not receiving medical care within a three-year period Performs additional duties as assigned by Supervisor Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Telework: Not Available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/16/2024. Time-In-Grade Requirement: Applicants may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For this vacancy, employees under the GS pay system must have held a GS-2 or higher position in the last 52 weeks to be eligible for the GS-4 grade level. If you have not held a GS grade at any time in the past 52 weeks, or are a Wage Grade employee, this requirement does not apply to you. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: General Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: receives, indexes, scans, and assigns appropriate nomenclature to health and administrative information; performs filing of paper health and administrative documents in accordance with approved procedure; Protects the confidentiality of patient records and information; Identifies and prepares records for retention and disposition; transfers or prepares for archiving records of patients. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of education above high school (60credit hours). Transcript Required OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond 1 year above high school (30 credit hours). Transcripts Required Proficiency Requirements: In addition to meeting General Experience the following is required: Typing Proficiency: 40 words per minute typing speed. Applicants may meet this requirement by presenting a certificate of proficiency from a school or other organization authorized to issue such certificates or by self-certifying their proficiency. You will be rated on the following Competencies for this position:ClericalComplianceComputer SkillsCustomer Service (Clerical/Technical) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work with computers is mainly sedentary in an office environment. However, paper mail /records retrieval, filing, and management involves long hours of standing, with extensive bending, reaching, lifting, stooping, pulling, and other physical exertion or strain.
