You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the OCCUPATIONAL SAFETY, HEALTH, AND ENVIRONMENT DEPARTMENT of PEARL HARBOR NSY AND IMF. Duties

You will perform Occupational Safety and Health Program oversight functions to ensure effective and efficient implementation of Occupational Safety and Health standards and regulations. You will identify the need for, and assist in the procurement and maintenance of equipment needed to support Occupational Safety and Health monitoring of work sites. You will make surveillances of any industrial work performed in the shipyard by employees, contractors, or other support agencies. You will coordinate performance of required inspections, checkpoints, or audits to meet regulatory requirements and ensure that work can be safely executed in accordance with Occupational Safety and Health (OSH) standards and regulations. You will conduct mishap investigations in accordance with Navy mishap investigation and reporting procedures. You will direct immediate corrective action in an emergency situation to control personnel exposure to a hazard, until relieved by senior personnel.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assessing safety and occupational health program regulations for industrial construction, repair, overhaul or maintenance operations to ensure workplace safety. FOR GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying safety and occupational health principles and practices applicable to planning and carrying out a safety and occupational health program for shipyard operations concerned primarily with moderately complex industrial processes. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR GS-11:
A. Successfully completed a Ph.D. or equivalent doctoral degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology

B. Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology~
